Who programs the MCUs in Formula?

Who programs the MCU:s? Manor and Ferrari, for example have very different resources at their disposal. Does this lead to unfair advantages? Can the MCU be programmed to be optimized for individual turns?

Regulations forbid the MCU programming for individual turns and corners. The unit is programmed with a single algorithm that is used all around the track. The MCU (Motor Control Unit) contains all the functions used to govern the engine and it is done by the electronic personnel within the teams.

Larger teams will have an advantage in the case of MCUs as FIA sends the units as standard to all teams, but they do have some room to optimize them themselves.
