Can previous year's F1 cars be driven / tested without limitations?

Can teams drive with previous years racing cars as much as they want?

No. The car must be over three years old to be driven without limitations. In addition it's worth noting that the tires available for show driving are very different from the racing equivalents. This would render testing useless.
