Does the fuel tank affect the balance of a Formula 1 car?

How many fuel tanks are there in F1 cars? Can these tanks be used to change the balance of the car by transferring fuel from one tank to another.

There is only one fuel tank. It is located behind the back of the drive. It can not be used to alter the balance of the car due to the fact that it is so close to the center of mass. If a Formula 1 car is well designed the placement of the fuel tank (behind the driver, in front of the engine) does not affect the car negatively.
