Does the use of fuel during the race change the balance of a Formula 1 car?

Where is the Formula 1 racing car's fuel tank located? During the race fuel is consumed, how does this affect the balance of the car?

The tank is directly behind the driver's seat, in the middle of the car. Consumption of fuel changes the ride height of the car significantly, but balance only very little as the tank centrally located.
